Viserys is a Targaryen and looks like one, with his pale, white blond hair and violet eyes and with that comes the boon and the burden of a lineage like theirs. He possesses the same magic in his blood that binds them to dragons, though by his time, dragons had been dead for almost two hundred years, and he also is resistant to most diseases.
survival + thievery
Barely ten years old when the kingsguard who had saved their lives died, Viserys had to learn very quickly how to survive as almost everything the knight had possessed was stolen on the eve of his death, leaving Viserys and his sister penniless. There was a time when rich merchants and polititians thought it fashionable to gift them things or invite them to stay, but the romanticism of hosting a foreign prince wore off and Viserys was forced to find another way to provide for himself and Daenerys.

Too young and then too proud to take on menial jobs for money, he learned how to appeal to people or manipulate them to give him things, and when that failed, he stole. It wasn't exactly reputable, but he did what he thought was necessary to keep himself and his sister alive.

This is middling at best, as he is described as wielding a sword in the same way a child would; that is to say, he has never had any real, formal training in it. In a fair fight, he would never win, even were the gods to be exceptionally kind. He's not a particularly strong fighter, but he is capable of defending himself with a short sword or a dagger, if need be.

Legacy is something he has always struggled under the weight of, and his obsession with the throne was less him believing that he was owed it and more the idea of it being the legacy of his parents and something Viserys thinks he needs to live up to. Sequestered away by his father, Viserys' only companions were that burden and the Kingsguard assigned to hover around him like nannies, his dreams full of the promises of his bloodline and everything he was supposed to live up to; a line of dragon-kings with no dragons, slowly descending into madness. Viserys struggled against the fear of leaving behind a lasting legacy, of being more than his father, but what he doesn't realise is that he has the greatest legacy of all: his sister, Daenerys. He raised her with all the fanciful, wondrous stories of their history, tales of dragons, taught her their culture and their language, and instilled in her a love for where they came from. All of his knowledge and goodness, his fierceness and his stubbornness, he passed on to her.
pride
Perhaps it was Targaryen madness, or the product of a harsh life, but Viserys is vain, arrogant, and prideful to the point of delusion. Having nothing but his name, Viserys tried to live up to it and to the weight that it put on his shoulders. At only five years old, he was crowned the king by his mother and Viserys clung to that with all the strength he had despite not really having the discipline or foresight needed to rule. Callous and impatient, Viserys is demanding and sometimes cruel, and expects his name to get him what he believes he is owed. He is quick to anger and quick to be offended by any slight, but in spite of his bark, he had no bite and his rage burns out quickly leaving him little more than a hollow shell that he tries desperately to harden to protect himself. Years of being looked down and and laughed at has made him too proud to ask for help, thinking that doing so is showing weakness, though he desperately needs guidance and is not so resistant to change if shown a little kindness. That, however, is something he buries as deeply as he can manage.

In spite of all his anger, his sense of entitlement, the professed cruelty, Viserys is weak, he is cowardly, and he is hypocritical. Viserys, for all he's claimed of what Westeros would be under his rule, there is some part of him, sometimes small, sometimes impossible to ignore, that knows that he is incapable of making the hard calls and that he is always just indecisive and uncertain enough to stumble when he should hold his head up high. His lack of a spine and his mouthiness ultimately led to his death, aided by his temper and his jealousy. And yet, he has strengths that few people have ever bothered to acknowledge and while he may never have been fit to be the king of the Seven Kingdoms, he was quick-witted and knowledgeable, observant and wary, with a great capacity to learn if he is given a safe space to do so. Viserys was a great teacher, too, building the foundation upon which his sister built the back of her rule. If death has taught him anything, it is to find and adhere to his own strengths rather than covet and attempt to emulate those of others.

Gentleness is a fragile thing and something that needs to be tended to and cultivated and it's something that Viserys does possess, but like a fragile flower in an unforgiving climate, it has withered. Viserys was not born cruel or mad, as some claim he was, and he was once a warm-hearted and kind child who simply wanted to be loved. Deprived of affection for much of his early life, he was protected by his mother who cared for him until she died, leaving him alone in the world to care for his baby sister. And Viserys did. Had he been ruthless and hateful, he would never have loved her the way that he did, and he had always seen it as the two of them versus the world and though he was gradually hardened, that affection persisted and he does, genuinely, still love her though he struggles to show it.

All his life, Viserys has watched doors close in his face, some literal, some metaphorical, but all stung and try as he might, he was never able to open them again. A refugee from his homeland, Viserys spent his entire existence chasing the vague idea of home and a place where he felt like he belonged. Beneath the bitterness and cynical attitude is someone who did what he felt like he had to just so that they could survive and if given the chance, while he claims to be willing to do anything just to succeed, he is not as immoral as he portrays himself, his attempts to seem capable and 'kingly' only serving to make him come off as someone hapless and cruel just for the sake of it. Considering his role model in that regard was his paranoid father and with his idea of strength being shaped by the need to seem unaffected by sneers and jests and the idea that he needs to be domineering to earn respect. In reality, he is just looking for someone to accept him as he is, for who he is, and to welcome him with open arms.

Viserys doesn't like giving up anything, not that he really has a power to trade, so he would take it on credit while trying to think of a way to weasel out of the deal later.
